Curb management
Curb pilot
Expérimentation du curb
Curb pilot is a time-limited test of a street-edge management intervention with stated objectives and evaluation criteria. It allows an authority to examine practical effects before a broader decision, using defined boundaries, baseline observations, operating responsibilities, and a process for modifying or ending the intervention.
Understanding the term
Pilot evaluation should include neighboring streets and users displaced from the test zone. Comparing only activity inside the intervention can miss diverted parking, longer delivery walks, or new access barriers outside its boundary.
Planning begins with a location-specific statement of the problem and the public function that needs protection. Field observations should be compared with the applicable legal record, including exceptions and temporary changes. Document the users affected, the period examined, and the alternatives available nearby. An evaluation should test access, safety, and operational reliability together, because moving an activity elsewhere can transfer a conflict rather than resolve it.
