Measurement and evaluation

Person throughput

Débit de personnes

Person throughput is the number of people moving through or served by a defined location during a stated period. It provides a people-based perspective on street performance, but measurement must distinguish through movement, boarding, alighting, and waiting so that transfers are not counted inconsistently across modes.

Understanding the term

A curb lane serving frequent buses can move many people despite containing few vehicles. Pair throughput with accessibility and safety rather than treating volume as the sole objective.

Every reported measure needs a geographic boundary, observation period, unit, and documented calculation method. State how missing data, temporary closures, and sessions crossing the observation boundary are treated. Use distributions or separate user categories where an average hides important differences. Compare consistent definitions across sites and periods, and distinguish an observed association from a demonstrated causal effect. The appropriate indicator follows the policy question rather than whichever field a monitoring system happens to provide.
